Joy FM’s decision to call one Mr. Kojo Poku, an Energy ‘Expert’, to interrogate the issues about opposition NDC’s Policy Dialogue Series Forum on Energy on Wednesday turned sour for the expert when John Jinapor exposed him for not knowing the facts and talking without reading.

Mr. John Jinapor alleges that the Ghana National Petroleum Corporation (GNPC) had borrowed government money close to $1billion without parliamentary approval which infringes on the Public Financial Management Act, 2016.
Kojo Poku, who didn’t know John Jinapor was on the line proceeded to make his statement which many viewers perceived to be partisan and not factual.
“First of all, we need to bring clarity to this issues. I don’t know why when politicians are in government they say and support one thing and when they are in opposition they say totally different things. Evans, I recall in 2014, the NDC were also accused by PIAC for borrowing from GNPC without parliamentary approval. I recall Hon Atta Kyea took them to court on that allegation and the court ruled that GNPC can borrow without parliamentary approval. And the NDC then in government supported that ruling. So what has changed today. I don’t think the GNPC has done anything wrong” Kojo Poku said.
But Jinapor who was listening expressed shock about the so called expert’s analysis.
“What sort of analysis is that? You are talking about an incident that happened in 2014–when there was no law or act. And at that time the GNPC can borrow without approval from parliament. That is why the court affirm that decision.” Jinapor quizzed.
“I am talking about the Public Financial Management Act, which was passed by parliament in 2016 which explicitly state that before state institutions like GNPC borrows any money that must come to parliament for approval. The money GNPC has borrowed government as stated in the PIAC report was in 2017, 2018 and 2019. That infringes the ACT which was passed in 2016.” He added.
“Please let’s do our analysis based on research. Let’s read.” He jabbed.
