Six weeks after issuing city and county stay-at-home orders, local leaders are scrambling to devise a plan to safely reopen businesses in the coming weeks, even as coronavirus cases and deaths in the city continue to climb.

And as Gov. Greg Abbott moves to reopen the state Friday, Texas has yet to meet most of the benchmarks for easing restrictions set by his own most prominent outside medical adviser.
